UAE tax residency certificate for Russia: a practical TRC guide

9 min readRussia–UAE business series · 4

A Russian business is preparing a payment to a UAE-based owner or counterparty and asks for a tax residency certificate. An Emirates ID is already in place, but the finance team needs a different document: a TRC. This guide explains how to prepare for a Russia–UAE treaty application, match the certificate to the recipient and period, budget for FTA fees and deliver a clear evidence pack.

Part four of the Russia–UAE business series.

Reviewed on 2 November 2026. This article focuses on the certificate process. For residence tests and evidence, see our tax residence guide. For the wider framework, read our Russia–UAE double-taxation guide.

1. Start with the certificate’s purpose

A Tax Residency Certificate is the FTA’s confirmation of UAE tax residence. Treaty applications follow a distinct route: under UAE Ministerial Decision No. 247 of 2023, the FTA assesses residence against the relevant international agreement. Ministerial Decision No. 247, Article 2.

“Obtain a residency letter” is therefore an incomplete brief. Before applying, identify the recipient, payer, transaction, timing and country for which the document is required. For a Russian payment, check the DTA-purpose route and the selection of Russia.

An Emirates ID is an identity document; a Corporate Tax TRN relates to tax registration. Neither replaces the TRC assessment. An approved certificate also does not make every receipt tax-free: the payment category and the treaty’s other conditions require a separate review.

A practical sequence: income recipient → transaction → relevant period → treaty-purpose certificate → review of the payment’s tax treatment.

2. Build the evidence pack for the actual recipient

Keep the owner’s personal file separate from the company’s file. If a UAE company is entitled to the income under the contract, its shareholder’s personal certificate does not establish the company’s residence. If dividends belong to an individual, start with that person’s records rather than a licence held by their business.

The FTA’s DTA route requires identity and official travel records, applicable income and treaty evidence for individuals; companies provide incorporation and operating records and evidence of signatory authority. Requirements depend on the facts. Current FTA service card.

Add an internal document index to make the pack easier to review. The following is our preparation tool, rather than a universal FTA form:

CheckPractical outcome
Name or legal entityThe contract, application and evidence identify the same recipient; transliteration differences are explained
PeriodEach file has clear dates; missing months are flagged
TransactionA contract, distribution resolution or other record explains the income
AuthorityIt is clear who can sign for the company
InconsistenciesDifferent addresses, dates or identifiers are listed for professional review

Do not alter original statements or reports to make the details match. Retain the originals and document the reason for any discrepancy.

3. Read the coverage period, not just the issue date

FTA guidance TPGTR1 provides for a tax period or another relevant 12-month period. A certificate cannot cover a future period that has not started, or more than 12 months. An individual may apply for the current period once the residence criteria are met; a company must also check its age and when it can apply. TPGTR1, section 7.2.

Track three dates separately: the payment date, the period to which the income relates and the period for which residence is being confirmed. They need not coincide. “Dividends for last year” does not, by itself, establish which certificate supports an upcoming payment. Agree the relevant period with the Russian withholding agent and the adviser reviewing the transaction.

Read the coverage dates on the certificate itself. A PDF issued in 2026 may confirm a different period. A recent issue date alone does not make the document suitable.

4. Prepare the EmaraTax application

The FTA’s user manual distinguishes individual and entity applications, and domestic-purpose and treaty-purpose certificates. The treaty route includes the destination country and the start of the required period. TRC user manual.

  1. Prepare the recipient’s details and an agreed file index.
  2. Open the TRC service in EmaraTax and select the appropriate applicant.
  3. Check the DTA purpose, Russia, coverage period and the applicant’s Corporate Tax TRN, if available.
  4. Complete the fields, upload the evidence and review the application summary before payment and submission.
  5. Keep the application reference, payment receipt and a list of the files submitted.
  6. Following the FTA’s decision, download the certificate and review the issued document separately.

The application, fee receipt and approved TRC are different records. Do not present a payment receipt to the Russian payer as if it were the residence certificate.

5. Budget for FTA fees and processing

The figures below combine the AED 50 submission fee with the published electronic certificate fee. A printed copy costs an additional AED 250. FTA fee information.

ApplicantCalculation, AEDTotal, AED
Applicant with an applicable Corporate Tax TRN50 + 500550
Individual without a Corporate Tax TRN50 + 1,0001,050
Company without a Corporate Tax TRN50 + 1,7501,800

These are government fees, excluding preparation, translation and other supporting services. Confirm the category and amount before paying. The current FTA service card gives an estimated 10 business days to process a complete application; applicable fees are not refunded following rejection. This is not a guaranteed issue date. FTA timing and conditions.

Allow additional time to obtain records, answer questions and complete the Russian-side review. Processing time for a complete application is not the same as the entire preparation timeline.

6. The Russian-side pack: apostilles and substantive checks

Paragraph 6 of the Protocol to the Russia–UAE treaty removes legalization and apostille requirements for a residence certificate issued by one state’s competent authority when used in the other state, including before administrative bodies. This provision concerns the specified certificate; do not extend it automatically to contracts or every supporting attachment. Official treaty and Protocol.

The absence of an apostille requirement does not resolve questions about translation, authenticity, coverage or the payment’s eligibility. Before funds are paid, agree with the finance team or withholding agent how to supply the electronic document, a Russian-language translation and the remaining review materials.

A short covering note can identify the recipient, transaction, contract, intended payment date, certificate period, file index and contact for questions. Dividends and interest also require a separate review of beneficial ownership and the relevant treaty conditions. A TRC does not replace that analysis.

A TRC establishes residence. It is not bank clearance for a transfer, source-of-funds evidence or a universal tax-rate determination. Preparing source-of-funds documentation is a separate exercise.

7. Worked example: the certificate names the wrong recipient

Illustrative scenario. A Russian organisation intends to pay income to a UAE company on 15 December 2026. The owner supplies a personal TRC, and the finance manager marks the file complete.

A simple recipient check reveals the gap: the certificate names the individual, while the contract entitles the company to the income. The next step is to assess the company’s own eligibility for a TRC and prepare its file, rather than change the name in the PDF.

For a recently incorporated company, note the FTA requirement that the entity must have existed for at least 12 months before applying for a TRC. The ability to apply three months into the current period does not remove that separate requirement. FTA services guide, TRC questions.

The example does not establish a tax rate or entitlement to relief. It shows why identifying the applicant should come before paying fees or fixing a payment timetable.

Download a CSV template covering the recipient, purpose, country, period, identifiers, evidence and delivery to the payer. Assign an owner and record outstanding questions. It is a preparation tool, not a tax-residence assessment or a guarantee that the FTA will issue a certificate.

8. Review the certificate after approval

  • Match the individual’s or entity’s name to the contract and registration records.
  • Check the country, purpose and coverage period stated on the certificate.
  • Verify the document details through the official verification service linked from the FTA’s service page.
  • Retain the original electronic file, verification record and final document index.
  • Deliver the pack to the Russian side and log outstanding questions before payment.

If details do not match, seek a correction or clarification from the issuing authority. Editing an approved PDF yourself defeats the purpose of verifying authenticity.

Frequently asked questions

Must I wait until year-end?

Not in every case. Applying during the current period depends on the applicant and whether the relevant criteria are met. The certificate’s coverage must still fit the transaction; applying before year-end does not guarantee approval.

Is there no point applying if I spent fewer than 183 days in the UAE?

Do not decide on one number alone. Treaty-purpose applications require an assessment of the applicable conditions and facts. Our tax residence guide explains the evidence and different tests.

Can an owner’s TRC support the company’s residence?

The individual and company are separate recipients. One person’s residence certificate cannot substitute for the other’s.

Can anyone promise a TRC and zero tax?

No. The FTA decides whether to issue the certificate, while the tax outcome depends on the payment, treaty and applicable law.
